Background

I'm Adeel Sultan — Digital Transformation Officer specialising in AI & PMO — with 25+ years progressing from semiconductor and carrier-grade systems engineering into enterprise technology strategy, investment governance, platform scaling, and national-scale delivery.

At e& enterprise AI, I govern a US$2.1B technology portfolio and US$420M in annual CAPEX/OPEX spanning AI, IoT, hybrid multicloud, cybersecurity, blockchain, data platforms, smart cities, digital government, and critical infrastructure across 5 business units and 6 regional markets.

I advise C-suite leaders on what to build, scale, integrate, rephase, recover, or stop — connecting technology roadmaps, commercial cases, architecture readiness, global vendors, customer adoption, and operating models to measurable business value.

Beyond the portfolio, I serve as President of PMI UAE and sit on the IEEE Board of Directors — contributing to the governance of the world's largest technical professional organisation. I am also an Honorary Inductee of IEEE Eta Kappa Nu (HKN), the IEEE honour society recognising outstanding achievement in electrical engineering and related fields. I hold a degree in Electrical Engineering from McGill University and executive education from MIT Sloan, Columbia Business School, and The Wharton School.

Director, PMO

Govern a US$2.1B technology portfolio across 48 strategic programmes and 120+ workstreams — spanning AI, IoT, smart cities, hybrid multicloud, cybersecurity, blockchain, digital government, and critical infrastructure. Oversee US$420M in annual CAPEX/OPEX, 1,050 internal and external resources, and 22 strategic technology partners. Redirected US$125M in investment, recovered 9 of 11 distressed programmes worth US$620M, and improved on-time milestone performance from 63% to 89%.

2005 – 2008Dubai Silicon Oasis Authority (DSOA) · Dubai, UAE

Programme Manager, Telecom / Micro-Electronics Technology

Built the corporate ICT PMO and transformation capability from the ground up — establishing technology governance, feasibility analysis, business cases, programme controls, risk management, and executive reporting. Shaped multi-million-dollar government e-commerce and technology programmes including solution definition, budgets, product roadmaps, and strategic partner relationships.

2001 – 2005Nortel Networks · Ottawa, Canada

Manager, Systems & Applications

Led networking, systems, and application-support programmes for Canadian federal ministries, colleges, and provincial bodies. Connected engineering execution to customer and product strategy through business cases, market analysis, product requirements, risk management, and cross-functional delivery — consistently completing programmes on time and within budget.

1998 – 2000Bell Northern Telecom · Ottawa, Canada

Senior Hardware Systems Engineer

Led carrier-grade wireline and wireless systems analysis and hardware/software verification, including customer specification reviews, standards compliance, lab simulation in data-centre environments, and networking-board design from concept through prototype.

1997 – 1998Mosaid Technologies · Ottawa, Canada

Semiconductor Design Engineer

Designed, simulated, and physically laid out high-speed semiconductor circuitry for a 64-bit, 800 MHz SLDRAM open-standard architecture. Characterised library models and automated CAD workflows — establishing the engineering foundation behind later technology-investment and transformation leadership.
